Overview

Total Solutions, Inc. (TSI) is searching for a Business Development (BD) Specialist/Capture Manager.  The BD Specialist/Capture Manager will perform market research, business development, and capture management efforts for new work. Candidate will be responsible for conducting market research to determine current contract status, help identify subject matter experts for support of technical solution development, conduct customer interaction, and support recruiting of key personnel.  The BD Specialist will work closely with the Director of Business Development and coordinate with the writing team, the program management team, contracts, and human resources in capturing business information and intelligence to develop bid strategies, teaming, and proposal strategies. A major focus is to manage the transition from initial opportunity discovery through opportunity qualification to the proposal process.

 

  • Perform market research to qualify new business opportunities, including analysis of customer budget, capabilities required, current customer preferences, competitive environment assessments, and incumbent strengths and weaknesses.
  • Planning, organizing, and managing the capture of assigned opportunities across multiple corporate functional market/divisions in accordance with established Business Development processes and structure.
  • Help define, establish, and maintain win strategies for assigned pursuits that demonstrate discriminating value propositions to customers.
  • Conduct engagements with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
  • Develop and perform capture planning and execution and follow the capture through completion of the proposal plan.
  • Support proposal reviews to ensure integration of intelligence into proposals.
  • Participate in business capture planning activities, to include periodic pipeline reviews, opportunity gate reviews, black hat sessions, and win theme and discriminator discussions.
  • Brief detailed capture status to senior management at specified milestones in the capture process to obtain corporate buy-in for bid decisions.
  • As needed, assist in all phases of proposal development.
  • Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
  • Some domestic travel may be required.

Qualifications

  • Bachelor's degree in marketing, finance, economics, communications, systems engineering, journalism, or related field.
  • Minimum of two years of experience in proposal development or capture roles.
  • Knowledge of market research tools including the System for Award Management, USA Spending, Federal Procurement Data System Next Generation, and GovWin.
  • Excellent written and oral communication skills, presentation, customer communication, and organizational skills.
  • Ability to schedule and execute a project.
  • Ability to coordinate across corporate staff functions.
  • Ability to conduct market research in the Government contracting space.
  • U.S. Citizenship required; must be able to pass criminal background check.
  • Advanced user of Excel and MS Word.
  • Ability to create simple graphics in MS PowerPoint.
  • Knowledge of the Business Development Lifecycle.
  • APMP certification desired, or ability and willingness to attain.
