Overview

Total Solutions, Inc. (TSI) is looking for an Electrical Engineer to provide full-time electrical engineering services for shore infrastructure onsite at the United States Coast Guard (USCG) Facilities Design & Construction Center (FDCC) in Norfolk, VA. The Electrical Engineering design services will assist the FDCC staff in developing Design/Build (D/B) Request for Proposals (RFP) for various USCG facilities to include but not limited to Administrative, Industrial, Dining/Galley, Housing and Boat Maintenance Facilities. FDCC, Norfolk, has a small staff of 28 encompassing planning, engineering, architect and contracting disciplines. FDCC is receiving over $400 million in Hurricane Supplemental funding to restore the Coast Guard facilities in Texas, Florida, Georgia, North Carolina and Puerto Rico to pre-hurricane status.

RESPONSIBILITES

Selected applicants can expect to provide the necessary level of professional, and technical support required, but not be limited to, to perform independent technical reviews, project scope development, field investigation, specification writing, and design production. FDCC anticipates 20 Hurricane Supplemental projects will be procured out of the FDCC office. Applicant will receive tasking from the Project Development team leader.

The typical tasks include, but are not limited to the following:

  • Develop electrical engineering conceptual designs for design-build request for proposals.
  • Conduct technical reviews and provide review comments on Contractor submitted designs for compliance with the design-build request for proposals.
  • Consult with Project Development team leader on the resolution of unique and/or complex project scope issues.
  • Provide technical responses for A/E and contractor requests for information and coordinate with Project Development Team leader.

QUALIFICATIONS

  • A mastery of engineering concepts, principles, and practices equivalent to mid- level to senior-level experience.
  • Demonstrated experience in all sub-disciplines (mechanical, electrical, structural, power, lighting, waterfront systems, IT & communications, fire detection and alarm) is necessary.
  • Prior experiences in developing/reviewing design/build specifications, design-build bridging documents, Request for Proposal's is highly desirable.
  • Knowledge of Government-wide policies and regulations concerning Government acquisitions and procurements.
